The rule in plain words
If you created a personal Google Play developer account after 13 November 2023, you can't publish straight to production. First you run a closed test with at least 12 testers who stay opted in for 14 days in a row. After that, the Play Console dashboard lets you apply for production access and answer a few questions about the test.
The 14 days count from when you have 12 opted-in testers, so recruit a few spares. Google's exact requirements can change — always confirm in your Play Console dashboard. For the full publishing path, read how to publish your website app on Google Play.
